AGCO Fines Great Canadian Entertainment for Allowing Minors to Gamble
The Alcohol and Gaming Commission of Ontario (AGCO) has recently announced that it has issued penalties totaling CAD 151,000 ($108,542) to Great Canadian Entertainment for alleged failures at three of its casinos. The penalties were imposed due to four separate occasions where minors were able to gamble at the casino properties.
Allegations Against Great Canadian Entertainment
According to the investigation conducted by AGCO, minors at Great Canadian Entertainment’s casinos in the Toronto area, including Casino Ajax, Pickering Casino Resort, and Great Canadian Casino Resort Toronto, were able to access the gambling facilities and participate in gambling activities on four separate occasions.
Two out of the four alleged cases occurred at Great Canadian Casino Resort Toronto, while the other two properties each committed a single violation. AGCO emphasized the importance of maintaining high standards for gaming operators in Ontario and reiterated its commitment to reducing gambling-related harm.
Penalties Imposed
Great Canadian Entertainment has been fined a total of $108,542 by AGCO. The breakdown of the penalties per casino is as follows:
- Casino Ajax: CAD 50,000 ($35,941) for a violation of Sections 1.9, 3.1, and 3.2 of the Registrar Standards.
- Pickering Casino Resort: CAD 50,000 ($35,941) for a similar violation.
- Great Canadian Casino Resort Toronto: CAD 51,000 ($36,660) for two violations of sections 3.1 and 3.2 of the Registrar Standards.
Appeal Process
Under Ontario rules, Great Canadian Entertainment has the option to appeal the monetary penalty order to the Licence Appeal Tribunal (LAT), an independent adjudicative tribunal that is part of Tribunals Ontario and separate from AGCO.
Statement from AGCO CEO & Registrar
Dr. Karin Schnarr, the CEO and registrar of AGCO, commented on the issue, highlighting Ontario casino operators’ responsibility to prevent underage gambling. She stated, “Ontario casino operators have an obligation to ensure minors are not able to access casino floors or activities such as slot machines or table games. The AGCO will continue to monitor and hold all casino operators accountable for fulfilling this important role.”
This announcement comes shortly after AGCO settled with Woodbine Entertainment regarding a separate investigation into horse-related incidents. The AGCO remains vigilant in enforcing regulations to protect vulnerable groups, such as minors, from engaging in gambling activities.
