Woodbine Entertainment Settles with AGCO After Horse Injuries
The Alcohol and Gaming Commission of Ontario (AGCO) has announced that it has reached a settlement with Woodbine Entertainment following an investigation into a series of horse-related incidents that occurred last year.
Several Incidents Lead to Regulatory Intervention
During the second half of 2024, there were over a dozen incidents where thoroughbred racehorses were injured while racing and training on Woodbine’s all-weather Tapeta surface. Between October 28 and December 15, a total of 19 horses were hurt, with ten of them needing to be euthanized.
One particularly tragic day was November 9, when six horses suffered breakdowns, three of which had to be euthanized. This led to the AGCO launching an investigation into the incidents, as the Tapeta surface is known for its safety.
After looking into the matter, the AGCO discovered that Woodbine’s track maintenance in 2024 was inadequate. Issues included substandard grooming practices, irregular surface measurements, inexperienced maintenance staff, lack of standardized protocols, and poorly maintained equipment.
Woodbine Takes Action
In response to the investigation, Woodbine Entertainment has agreed to implement several remediation measures. These include:
- Independent oversight: Woodbine will hire two track safety experts to assess the Tapeta surface and share their findings with both Woodbine and the AGCO.
- Governance enhancement: A Track Surfaces Committee will be formed to monitor track safety and make recommendations for improvements.
- Board-level oversight: Woodbine’s board of directors will ensure that the governance and compliance committee provides oversight of the Track Surfaces Committee.
If Woodbine fails to comply with these measures, they could face a CAD 200,000 fine. As part of the settlement, Woodbine will also donate CAD 200,000 to support equine aftercare and welfare in Ontario, with half going to LongRun Thoroughbred Retirement Society and the other half to the Thoroughbred Aftercare Alliance.
Additional Commitments by Woodbine Entertainment
Woodbine Entertainment has already begun training its Racing Surfaces team, recruiting skilled maintenance specialists, and acquiring better maintenance equipment. They will also install an integrated racetrack surface tester to monitor moisture, temperature, and cushion depth.
Furthermore, Woodbine plans to renovate part of the track and update maintenance protocols. Meanwhile, the AGCO will enhance its Rules of Racing to include better veterinary oversight, increased scrutiny of horses returning from the vet’s list, and new guidance for therapeutic treatments.
Overall, the settlement and actions taken by Woodbine Entertainment aim to improve safety for horses and ensure better track maintenance in the future.
